Sahadhammikasikkhāpada

[718] There is no offense (anāpatti) if, knowing that the formal act (kamma) was done unlawfully (adhammena), or by an incomplete faction (vaggena), or against one not deserving of the act, he criticizes it; for one who is insane; for the first offender (ādikammika).
