**Discussion requiring decision in the Saṅgha (saṅghe vinicchayakathā)** means: a matter (vatthu) has been announced but not yet decided, or a motion (ñatti) has been set forth, or the proclamation of the formal act (kammavācā) is left unfinished.
**Should depart, rising from his seat, without having given consent (chanda):** if he goes off, thinking, "How might this formal act be invalid (kuppa), be done by an incomplete assembly (vagga), not be carried out?"—there is an offense of wrong-doing (dukkaṭa). While he is leaving the hand's reach (hatthapāsa) of the assembly, there is an offense of wrong-doing. When it has been left, there is an offense entailing expiation (pācittiya).
