[818] Origin at Sāvatthī (Sāvatthīnidāna). Now at that time the group-of-six (chabbaggiyā) bhikkhus went about in inhabited areas (antaraghara) swaying the head, letting the head loll. …
"I will not go swaying the head in an inhabited area" — thus is the training (sikkhā) to be observed.
One should not go swaying the head in an inhabited area; one should go holding the head steady. Whatever bhikkhu, out of disrespect (anādariya), goes swaying the head in an inhabited area, letting the head loll, incurs an offense of wrong-doing (dukkaṭa).
There is no offense: for one acting unintentionally; for one who is unmindful; for one who does not know; for one who is ill; in emergencies; for one who is insane; for the first offender (ādikammika).
