[808] Origin at Sāvatthī. Now on that occasion the group-of-six bhikkhus went about in inhabited areas with their robes hitched up … "I shall not go about in inhabited areas with my robes hitched up" — thus the training is to be undertaken.
One should not go about in an inhabited area with one's robes hitched up. Whoever, out of disrespect, having hitched up his robe on one side or on both sides, goes about in an inhabited area, commits an offence of wrong-doing (dukkaṭa).
There is no offence: if it is unintentional; if he is unmindful; if he does not know; if he is ill; in emergencies; if he is mad; if he is the first offender.
