[820] Origin at Sāvatthī (Sāvatthīnidānaṃ). Now at that time the group-of-six bhikkhus went about in inhabited areas with arms akimbo … "I will not go with arms akimbo in inhabited areas" — thus the training is to be undertaken.
One should not go in an inhabited area with arms akimbo. Whatever bhikkhu, out of disrespect, goes in an inhabited area having placed a hand on the hip, whether on one side or on both, incurs an offense of wrong-doing (dukkaṭa).
There is no offense (anāpatti): for one acting unintentionally; for one who is unmindful; for one who does not know; for one who is ill; in emergencies; for one who is insane; for the first offender (ādikammika).
