[802] Origin at Sāvatthī (Sāvatthīnidānaṃ). Now on that occasion the group-of-six bhikkhus (chabbaggiyā bhikkhū) went about in inhabited areas (antaraghara) with the body uncovered. …
"I shall go about in inhabited areas well covered (supaṭicchanno)" — thus the training is to be observed (sikkhā karaṇīyā).
One should go about in inhabited areas well covered. Whatever bhikkhu, out of disrespect (anādariya), goes about in inhabited areas with the body uncovered, incurs an offense of wrong-doing (dukkaṭa).
There is no offense (anāpatti): for one who acts unintentionally; from lapse of mindfulness; for one who does not know; for one who is ill; in emergencies; for one who is mad; for the first offender (ādikammika).
