[81] Bhikkhus, there are these seven principles for the settlement of legal issues (adhikaraṇasamatha dhammā), for the settling and stilling of legal issues (adhikaraṇa) whenever they arise. What are the seven? Resolution in the presence (sammukhāvinaya) should be given; the verdict of mindfulness (sativinaya) should be given; the verdict of past insanity (amūḷhavinaya) should be given; acting according to what has been admitted (paṭiññātakaraṇa) [1]; the decision by majority (yebhuyyasikā) [2]; the verdict of aggravated misconduct against that person (tassapāpiyasikā) [3]; the covering over as with grass (tiṇavatthāraka) [4]. These, bhikkhus, are the seven principles for the settlement of legal issues, for the settling and stilling of legal issues whenever they arise.
