[212] (7) This was said by the Blessed One, said by the Arahant, so I have heard:
"Bhikkhus, a bhikkhu who is not ardent (anātāpī) and without moral dread (anottappī) is incapable of full awakening (sambodha), incapable of Nibbāna, incapable of attaining the unsurpassed security from bondage (anuttara yogakkhema). But, bhikkhus, a bhikkhu who is ardent and has moral dread is capable of full awakening, capable of Nibbāna, capable of attaining the unsurpassed security from bondage."
The Blessed One spoke this meaning. In this connection it is said:
Not ardent, without moral dread, lazy, low in energy (vīriya),
one who is full of dullness and drowsiness (thīna-middha), shameless (ahirika), lacking in regard —
such a bhikkhu is incapable of touching supreme full awakening.
But one who is mindful (satimā), discerning, a meditator,
ardent, with moral dread, and heedful,
having cut the fetter (saṃyojana) of birth and aging (jāti-jarā),
would touch right here the unsurpassed full awakening.
This meaning too was spoken by the Blessed One, so I have heard. The seventh.
