[541] Asked by him, Mātali, the charioteer of the devas, answered; knowing the result (vipāka) of evil deeds (pāpakamma), he declared it to one who knew not: "They who in the world of the living, being strong, harm and revile the weak — those of utterly evil nature — they, doers of cruel deeds, having engendered evil: these are the people who fall into the Vetaraṇī."
