[102] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's monastery. Now at that time a number of bhikkhunīs (bhikkhunī), having completed the rains residence in a village dwelling, went to Sāvatthī—accomplished in duties, accomplished in postures (iriyāpatha), but poorly clad, with coarse robes. Lay followers (upāsaka), seeing those bhikkhunīs, thought, "These bhikkhunīs are accomplished in duties, accomplished in postures, yet poorly clad, with coarse robes; these bhikkhunīs must have been robbed," and they gave out-of-season robe-cloth (akālacīvara) to the bhikkhunī Saṅgha. The bhikkhunī Thullanandā, having determined it thus: "Our kaṭhina has been spread; this is in-season robe-cloth (kālacīvara)," had it distributed. The lay followers, seeing those bhikkhunīs, said this: "Have the ladies received robe-cloth?" "We have not received robe-cloth, friends. The lady Thullanandā, having determined it thus: 'Our kaṭhina has been spread; this is in-season robe-cloth,' had it distributed." The lay followers criticized, complained, and spread it about: "How can the lady Thullanandā determine out-of-season robe-cloth thus: 'It is in-season robe-cloth,' and have it distributed?" The bhikkhunīs heard those lay followers criticizing, complaining, and spreading it about. Those bhikkhunīs who were of few wishes … they criticized, complained, and spread it about: "How can the lady Thullanandā determine out-of-season robe-cloth thus: 'It is in-season robe-cloth,' and have it distributed?" Then those bhikkhunīs reported this matter to the bhikkhus. The bhikkhus reported this matter to the Blessed One. … "Is it true, bhikkhus, as they say, that the bhikkhunī Thullanandā, having determined out-of-season robe-cloth thus: 'It is in-season robe-cloth,' had it distributed?" "It is true, Blessed One." The Buddha, the Blessed One, rebuked her: "How, bhikkhus, could the bhikkhunī Thullanandā determine out-of-season robe-cloth thus: 'It is in-season robe-cloth,' and have it distributed? This, bhikkhus, is not for the arousing of confidence in those without confidence … "And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada): "Should any bhikkhunī, having determined out-of-season robe-cloth thus: 'It is in-season robe-cloth,' have it distributed, it entails relinquishment with confession (nissaggiya pācittiya)."
