[17] There is no offense: if she does not inform, [thinking,] "There will be strife, quarrel, contention, or dispute for the Saṅgha"; if she does not inform, [thinking,] "There will be a schism in the Saṅgha (saṅghabheda) or a rift in the Saṅgha (saṅgharāji)"; if she does not inform, [thinking,] "This one is violent and harsh; she will create danger to life or danger to the holy life (brahmacariya)"; if she does not inform because she does not see other suitable bhikkhunīs; if she does not inform, though not desiring to conceal; if she does not inform, [thinking,] "She will become known by her own action"; if she is insane; if she is the first offender (ādikammikā).
