[286] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, in Anāthapiṇḍika's monastery. Now at that time bhikkhunīs (bhikkhunī), without a caravan (asatthikā), went wandering on tour outside the realm, in a region agreed to be risky and dangerous. Scoundrels violated them.
Those bhikkhunīs who were of few wishes … they criticized, complained, and spread it about, saying: "How can bhikkhunīs, without a caravan, go wandering on tour outside the realm, in a region agreed to be risky and dangerous?" …
"Is it true, as they say, bhikkhus, that bhikkhunīs, without a caravan, go wandering on tour outside the realm, in a region agreed to be risky and dangerous?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How, bhikkhus, can bhikkhunīs, without a caravan, go wandering on tour outside the realm, in a region agreed to be risky and dangerous? This, bhikkhus, is not for the confidence of those without confidence …
"And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada):
"Whatever bhikkhunī should, without a caravan, go wandering on tour outside the realm, in a region agreed to be risky and dangerous, there is an offense entailing confession (pācittiya)."
