[289] At that time the Buddha, the Blessed One, was dwelling at Rājagaha, in the Veḷuvana, at the Squirrels' Feeding Ground (Kalandakanivāpa). Now at that time bhikkhunīs (bhikkhunī) went wandering on tour during the rains. People criticized, complained, and spread it about, saying: "How can bhikkhunīs go wandering on tour during the rains, trampling down the green grass, harassing one-facultied life, and bringing many small creatures to destruction?"
The bhikkhunīs heard those people criticizing, complaining, and spreading it about. Those bhikkhunīs who were of few wishes … they criticized, complained, and spread it about, saying: "How can bhikkhunīs go wandering on tour during the rains?" …
"Is it true, bhikkhus, as they say, that bhikkhunīs go wandering on tour during the rains?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "Bhikkhus, how can bhikkhunīs go wandering on tour during the rains? Bhikkhus, this does not conduce to the confidence of those without confidence …
"And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada):
"Whatever bhikkhunī should go wandering on tour during the rains, there is an offense of pācittiya."
