[328] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jeta Grove, in Anāthapiṇḍika's monastery (ārāma). Now at that time several bhikkhus, each having but a single robe, were doing robe-making work in a village residence. Bhikkhunīs, without first asking permission, entered the monastery and approached those bhikkhus. The bhikkhus criticized, denounced, and spread it about, saying: "How indeed can bhikkhunīs enter a monastery without first asking permission?" …
"Is it true, as they say, bhikkhus, that bhikkhunīs enter a monastery without first asking permission?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How indeed can bhikkhunīs enter a monastery without first asking permission? This, bhikkhus, does not conduce to the confidence of those without confidence …
"And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada):
"Whatever bhikkhunī should enter a monastery without first asking permission, there is an offense of expiation (pācittiya)."
And thus this training rule was laid down by the Blessed One for the bhikkhunīs.
