[432] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in Jeta's Grove, Anāthapiṇḍika's park. Now at that time the bhikkhunī Thullanandā ordained (vuṭṭhāpeti) a trainee nun (sikkhamānā) who had not been given permission by her parents or by her husband. Her parents and her husband complained, criticized, and spread it about: "How can the lady Thullanandā ordain a sikkhamānā who has not been given permission by us?"
Bhikkhunīs heard the parents and the husband complaining, criticizing, and spreading it about. Those bhikkhunīs who were of few wishes … complained, criticized, and spread it about: "How can the lady Thullanandā ordain a sikkhamānā who has not been given permission by her parents or by her husband?" …
"Is it true, as they say, bhikkhus, that the bhikkhunī Thullanandā ordains a sikkhamānā who has not been given permission by her parents or by her husband?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked her: "Bhikkhus, how can the bhikkhunī Thullanandā ordain a sikkhamānā who has not been given permission by her parents or by her husband? This, bhikkhus, is not for the confidence of those without confidence …
"And thus, bhikkhus, let the bhikkhunīs recite this training rule (sikkhāpada):
"Should any bhikkhunī ordain a sikkhamānā who has not been given permission by her parents or by her husband, there is an offense of expiation (pācittiya)."
