[70] **"Whoever" (yā panā)** means: whoever, of whatever kind … . **"Bhikkhunī"** means: … this is the bhikkhunī intended in this meaning. **"In some legal issue" (kismiñcideva adhikaraṇe):** "legal issue" (adhikaraṇa) means the four legal issues: the legal issue arising from dispute (vivādādhikaraṇa), the legal issue arising from accusation (anuvādādhikaraṇa), the legal issue arising from an offense (āpattādhikaraṇa), and the legal issue arising from business (kiccādhikaraṇa). **"Judged to be defeated" (pacchā katā [= paccākatā])** means: she is called one who has lost the case. **"Angry and displeased" (kupitā anattamanā)** means: dissatisfied, with a stricken mind, become obdurate. **"Should say thus" (evaṃ vadeyya)** means: [should say,] "The bhikkhunīs are followers of desire … and the bhikkhunīs are followers of fear."
