[69] At that time the Buddha, the Blessed One, was dwelling at Sāvatthī, in the Jetavana, Anāthapiṇḍika's park. Now at that time the bhikkhunī Caṇḍakālī, having been defeated (pacchā katā)¹ in a certain legal issue (adhikaraṇa), angry and displeased, spoke thus: "The bhikkhunīs follow desire (chanda), the bhikkhunīs follow hatred, the bhikkhunīs follow delusion, and the bhikkhunīs follow fear."
Those bhikkhunīs who were of few wishes … criticized, denounced, and complained: "How can the noble lady Caṇḍakālī,² having been defeated in a certain legal issue, angry and displeased, speak thus: 'The bhikkhunīs follow desire … and the bhikkhunīs follow fear'?"
"Is it true, as they say, bhikkhus, that the bhikkhunī Caṇḍakālī, having been defeated in a certain legal issue, angry and displeased, speaks thus: 'The bhikkhunīs follow desire … and the bhikkhunīs follow fear'?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked them: "How, bhikkhus, can the bhikkhunī Caṇḍakālī, having been defeated in a certain legal issue, angry and displeased, speak thus: 'The bhikkhunīs follow desire … and the bhikkhunīs follow fear'? This, bhikkhus, is not for the confidence of those without confidence … And thus, bhikkhus, let the bhikkhunīs recite this training rule:
"Should any bhikkhunī, having been defeated in a certain legal issue, angry and displeased, speak thus: 'The bhikkhunīs follow desire … and the bhikkhunīs follow fear,' that bhikkhunī should be spoken to by the bhikkhunīs thus: 'Noble lady, do not, having been defeated in a certain legal issue, angry and displeased, speak thus: "The bhikkhunīs follow desire … and the bhikkhunīs follow fear." It is the noble lady herself who might go [astray] out of desire, might go [astray] out of hatred, might go [astray] out of delusion, might go [astray] out of fear.' And if that bhikkhunī, being spoken to thus by the bhikkhunīs, should persist just as before, that bhikkhunī should be formally admonished (samanubhāsitabbā) by the bhikkhunīs up to the third time for the relinquishment of that [course]. If, being admonished up to the third time, she should relinquish it, that is good. If she should not relinquish it, this bhikkhunī too has fallen into an offense upon the third [admonition], a saṅghādisesa entailing sending away (nissāraṇīya)."
