Abhidhammapiṭaka · Dhammasaṅgaṇī · Vol. 34 · Section 304

[304] What on that occasion is lack of moral dread (anottappa)? That which on that occasion does not dread what ought to be dreaded, does not dread the attainment (samāpatti) of evil, unwholesome phenomena (dhammā) — this on that occasion is lack of moral dread.
