[410] Therein, which is the volitional formation with wholesome root as condition (kusalamūlapaccayā saṅkhāro)? That which is volition (cetanā), intending (sañcetanā), the state of having intended (sañcetayitattaṃ) — this is called the volitional formation with wholesome root as condition. … Therefore it is said: "Thus there is the origin of this entire mass of suffering (dukkha)."
