[417] Therein, what is the volitional formation (saṅkhāra) with an unwholesome root (akusalamūla) as condition? That which is volition (cetanā), intending (sañcetanā), the state of intending (sañcetayitatta) — this is called the volitional formation with an unwholesome root as condition. … Therefore it is said: "Thus is the origin (samudaya) of this whole mass of suffering (dukkha)."
