At the moment of dissolution (bhaṅgakkhaṇa), mind has arisen, but that mind is not arising; at the moment of arising (uppādakkhaṇa), mind both has arisen and is arising.
Whatever mind is not arising, has that mind not arisen?
At the moment of dissolution, mind is not arising, but it is not the case that that mind has not arisen; past and future mind is both not arising and has not arisen.
Or else, whatever mind has not arisen, is that mind not arising?
