[121] Now at that time novices (sāmaṇera) dwelt without respect, without deference, behaving improperly toward the bhikkhus. The bhikkhus took offence, criticized, and spread it about, saying: "How can novices dwell without respect, without deference, behaving improperly toward the bhikkhus?" They reported this matter to the Blessed One.
"Bhikkhus, I allow a penalty (daṇḍakamma) to be imposed on a novice who is possessed of five factors: he strives for the bhikkhus' loss of gains; he strives for the bhikkhus' harm; he strives for the bhikkhus' being without a dwelling-place; he abuses and reviles bhikkhus; he causes bhikkhus to split from bhikkhus. Bhikkhus, I allow a penalty to be imposed on a novice who is possessed of these five factors."
Then it occurred to the bhikkhus: "What penalty, now, should be imposed?" They reported this matter to the Blessed One. "Bhikkhus, I allow a prohibition (āvaraṇa) to be made."
Now at that time bhikkhus made a prohibition against the novices covering the entire monastery grounds (saṅghārāma). The novices, being unable to enter the monastery, departed, or reverted to the lay life, or went over to the sectarians (titthiya). They reported this matter to the Blessed One. "Bhikkhus, a prohibition should not be made covering the entire monastery grounds; whoever should make one commits an offence of wrong-doing (dukkaṭa). Bhikkhus, I allow a prohibition to be made regarding the place where one lives or the place to which one retires."
Now at that time bhikkhus made a prohibition against the novices regarding food that enters by the door of the mouth. People preparing a rice-gruel drink or a meal for the Saṅgha spoke thus to the novices: "Come, venerable sirs, drink the gruel; come, venerable sirs, eat the meal." The novices spoke thus: "It is not possible, friends; a prohibition has been made by the bhikkhus." People took offence, criticized, and spread it about, saying: "How can the venerable ones make a prohibition against novices regarding food that enters by the door of the mouth?" They reported this matter to the Blessed One. "Bhikkhus, a prohibition should not be made regarding food that enters by the door of the mouth; whoever should make one commits an offence of wrong-doing."
