[122] Now at that time, the group-of-six bhikkhus (chabbaggiyā bhikkhū), without first asking leave of the preceptors (upajjhāya), made a restriction (āvaraṇa) against the novices (sāmaṇera). The preceptors went searching, thinking, "How is it that our novices are not to be seen?"
The bhikkhus said thus: "Friends, a restriction has been made by the group-of-six bhikkhus."
The preceptors looked down upon, criticized, and spread it about, saying: "How can the group-of-six bhikkhus, without first asking our leave, make a restriction against our novices?"
They reported this matter to the Blessed One. "Bhikkhus, a restriction is not to be made without first asking leave of the preceptor. Whoever should make one commits an offense of wrong-doing (dukkaṭa)."
