[125] Now at that time a certain paṇḍaka had gone forth among the bhikkhus. He approached the very young bhikkhus and said this: "Come, venerable ones, defile me." The bhikkhus rebuked him: "Away with you, paṇḍaka! Perish, paṇḍaka! What use is there with you?" Rebuked by the bhikkhus, he approached the big, stout novices (moḷigalla sāmaṇeras) and said this: "Come, venerable ones, defile me." The novices rebuked him: "Away with you, paṇḍaka! Perish, paṇḍaka! What use is there with you?" Rebuked by the novices, he approached the elephant-keepers and the horse-keepers and said this: "Come, friends, defile me." The elephant-keepers and the horse-keepers defiled him. They complained, criticized, and spread it about: "These ascetics, sons of the Sakyan, are paṇḍakas; and even those among them who are not paṇḍakas defile paṇḍakas. Thus all of them alike are not livers of the celibate life."
Bhikkhus heard the elephant-keepers and the horse-keepers as they complained, criticized, and spread it about. Then those bhikkhus reported this matter to the Blessed One.
"Bhikkhus, a paṇḍaka who has not been ordained should not be given full ordination; one who has been ordained should be expelled."
