[140] Now at that time the Venerable Mahākassapa had two candidates for full ordination (upasampadāpekkha). They quarrelled, saying, "I shall receive full ordination first!" "I shall receive full ordination first!" They reported this matter to the Blessed One. "Bhikkhus, I allow two to be handled in a single proclamation (anussāvana)."
Now at that time several elders had candidates for full ordination. They quarrelled, saying, "I shall receive full ordination first!" "I shall receive full ordination first!" The elders said thus: "Come, friends, let us handle them all in a single proclamation." They reported this matter to the Blessed One. "Bhikkhus, I allow two or three to be handled in a single proclamation — and that, however, with one and the same preceptor (upajjhāya), by no means with different preceptors."
