[157] Now at that time bhikkhus recited the Pātimokkha in their several cells (anupariveṇiyaṃ), without an appointed place. Incoming bhikkhus did not know, "Where will the Uposatha be performed today?" They reported this matter to the Blessed One. "Bhikkhus, the Pātimokkha should not be recited in the several cells without an appointed place; whoever should recite it thus commits an offence of wrong-doing (dukkaṭa). I allow, bhikkhus, that the Uposatha be performed after an Uposatha hall (uposathāgāra) has been agreed upon — whichever the Saṅgha wishes: a dwelling (vihāra), a half-gabled house (aḍḍhayoga), a long storied mansion (pāsāda), a flat-roofed mansion (hammiya), or a cave (guhā). And thus, bhikkhus, should it be agreed upon: the Saṅgha should be informed by a competent and capable bhikkhu:
'Venerable sirs, let the Saṅgha hear me. If it is the proper time for the Saṅgha, the Saṅgha should agree upon the dwelling named so-and-so as the Uposatha hall. This is the motion (ñatti).
'Venerable sirs, let the Saṅgha hear me. The Saṅgha agrees upon the dwelling named so-and-so as the Uposatha hall. Any venerable to whom the agreement upon the dwelling named so-and-so as the Uposatha hall is acceptable should remain silent; anyone to whom it is not acceptable should speak.
'The dwelling named so-and-so has been agreed upon by the Saṅgha as the Uposatha hall. It is acceptable to the Saṅgha; therefore it is silent. Thus do I hold it.'"
