[99] Bhikkhus, a bhikkhu possessed of six factors should not confer full ordination (upasampadā), should not give dependence (nissaya), and should not have a novice (sāmaṇera) attend upon him: he is not possessed of the aggregate of virtue (sīlakkhandha) of one beyond training (asekha); he is not possessed of the aggregate of concentration (samādhi) of one beyond training; he is not possessed of the aggregate of wisdom (paññā) of one beyond training; he is not possessed of the aggregate of liberation (vimutti) of one beyond training; he is not possessed of the aggregate of the knowledge (ñāṇa) and vision of liberation of one beyond training; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he is possessed of the aggregate of virtue of one beyond training; he is possessed of the aggregate of concentration of one beyond training; he is possessed of the aggregate of wisdom of one beyond training; he is possessed of the aggregate of liberation of one beyond training; he is possessed of the aggregate of the knowledge and vision of liberation of one beyond training; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him. Bhikkhus, a bhikkhu possessed of a further six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him: he himself is not possessed of the aggregate of virtue of one beyond training, nor is he one who encourages another in the aggregate of virtue of one beyond training; he himself is not possessed of the aggregate of concentration of one beyond training, nor is he one who encourages another in the aggregate of concentration of one beyond training; he himself is not possessed of the aggregate of wisdom of one beyond training, nor is he one who encourages another in the aggregate of wisdom of one beyond training; he himself is not possessed of the aggregate of liberation of one beyond training, nor is he one who encourages another in the aggregate of liberation of one beyond training; he himself is not possessed of the aggregate of the knowledge and vision of liberation of one beyond training, nor is he one who encourages another in the aggregate of the knowledge and vision of liberation of one beyond training; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he himself is possessed of the aggregate of virtue of one beyond training, and he is one who encourages another in the aggregate of virtue of one beyond training; he himself is possessed of the aggregate of concentration of one beyond training, and he is one who encourages another in the aggregate of concentration of one beyond training; he himself is possessed of the aggregate of wisdom of one beyond training, and he is one who encourages another in the aggregate of wisdom of one beyond training; he himself is possessed of the aggregate of liberation of one beyond training, and he is one who encourages another in the aggregate of liberation of one beyond training; he himself is possessed of the aggregate of the knowledge and vision of liberation of one beyond training, and he is one who encourages another in the aggregate of the knowledge and vision of liberation of one beyond training; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him. Bhikkhus, a bhikkhu possessed of a further six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him: he is without faith (assaddha); he is without moral shame (ahirika); he is without moral dread (anottāpī); he is lazy; he is muddled in mindfulness; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he has faith; he has moral shame; he has moral dread; he has aroused energy (āraddhavīriya); he has mindfulness established; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him. Bhikkhus, a bhikkhu possessed of a further six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him: he is failed in virtue with regard to higher virtue (adhisīla); he is failed in conduct with regard to higher conduct (ajjhācāra); he is failed in view with regard to higher view (atidiṭṭhi); he is of little learning; he is of poor wisdom; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he is not failed in virtue with regard to higher virtue; he is not failed in conduct with regard to higher conduct; he is not failed in view with regard to higher view; he is of great learning; he is wise; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him. Bhikkhus, a bhikkhu possessed of a further six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him: he is not competent to nurse, or to have nursed, a pupil (antevāsika) or co-resident (saddhivihārika) who is ill; to allay — that is, to send away — discontent (anabhirati), or to have it allayed; to dispel, in accordance with the Dhamma, remorse that has arisen, or to have it dispelled; he does not know an offence (āpatti); he does not know the emergence from an offence; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he is competent to nurse, or to have nursed, a pupil or co-resident who is ill; to allay discontent, or to have it allayed; to dispel, in accordance with the Dhamma, remorse that has arisen, or to have it dispelled; he knows an offence; he knows the emergence from an offence; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him. Bhikkhus, a bhikkhu possessed of a further six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him: he is not competent to train a pupil or co-resident in the training of proper conduct (abhisamācārikā sikkhā); to guide him in the training fundamental to the holy life (ādibrahmacariyakā sikkhā); to guide him in the higher Dhamma (abhidhamma); to guide him in the higher Vinaya (abhivinaya); to dissuade him, in accordance with the Dhamma, from a wrong view that has arisen; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he is competent to train a pupil or co-resident in the training of proper conduct; to guide him in the training fundamental to the holy life; to guide him in the higher Dhamma; to guide him in the higher Vinaya; to dissuade him, in accordance with the Dhamma, from a wrong view that has arisen; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him. Bhikkhus, a bhikkhu possessed of a further six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him: he does not know an offence; he does not know a non-offence; he does not know a light offence; he does not know a grave offence; and the two Pātimokkhas have not been well handed down to him in detail, not well analysed, not well mastered, not well determined, sutta by sutta and in every detail; and he is of less than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors should not confer full ordination, should not give dependence, and should not have a novice attend upon him. Bhikkhus, a bhikkhu possessed of six factors may confer full ordination, may give dependence, and may have a novice attend upon him: he knows an offence; he knows a non-offence; he knows a light offence; he knows a grave offence; and the two Pātimokkhas have been well handed down to him in detail, well analysed, well mastered, well determined, sutta by sutta and in every detail; and he is of ten years' standing or of more than ten years' standing. Bhikkhus, a bhikkhu possessed of these six factors may confer full ordination, may give dependence, and may have a novice attend upon him.
