[1638] A phenomenon (dhamma) that is not clung-to but subject to clinging (anupādinnupādāniya) is a condition for a phenomenon that is not clung-to and not subject to clinging (anupādinna-anupādāniya) by way of decisive-support condition (upanissaya-paccaya).
