[1227] A neither-trainer-nor-non-trainer (nevasekkhanāsekkha) phenomenon (dhamma) arises conjoined (saṃsaṭṭha) with a neither-trainer-nor-non-trainer phenomenon, not by root condition (na-hetupaccayā): Three aggregates (khandhā) arise conjoined with one rootless (ahetuka) neither-trainer-nor-non-trainer aggregate; with two aggregates … At the moment of rootless rebirth-linking (paṭisandhi); delusion (moha) accompanied by doubt (vicikicchā) or accompanied by restlessness (uddhacca) arises conjoined with the aggregates accompanied by doubt or accompanied by restlessness.
