[604] Dependent on a phenomenon (dhamma) to be abandoned by development (bhāvanā), a phenomenon to be abandoned by development arises, not by kamma condition (na kamma-paccayā): dependent on the aggregates (khandhā) to be abandoned by development, [there arises] volition (cetanā) to be abandoned by development.
