[709] Conditioned by a phenomenon accompanied by equanimity (upekkhāsahagata-dhamma), a phenomenon accompanied by equanimity arises by not-root condition (na-hetupaccayā):
Conditioned by one rootless (ahetuka) aggregate (khandha) accompanied by equanimity, two aggregates [arise]; conditioned by two aggregates … at the moment of rootless rebirth-linking (paṭisandhi); conditioned by the aggregates accompanied by doubt (vicikicchā), accompanied by restlessness (uddhacca), the delusion (moha) accompanied by doubt, accompanied by restlessness [arises].
Thus all nine questions, [with their] occurrences (pavatti) and rebirth-linkings, should be done just as for the dyad of phenomena with thought-conception (savitakkaduka); delusion [occurs] in only three; in occurrence the base (vatthu) too should be done.
