[1852] Dependent on a phenomenon (dhamma) that is with conflict (saraṇa) and neither of the trainee nor of one beyond training (nevasekkhānāsekkha), there arises a phenomenon that is with conflict and neither of the trainee nor of one beyond training, by root condition (hetu-paccaya).
