[219] In dependence on a phenomenon (dhamma) that is a root (hetu), not clung to and not conducive to clinging (anupādinna-anupādāniya), there arises a phenomenon that is a root, not clung to and not conducive to clinging — not by predominance condition (adhipati-paccaya).
