[289] Dependent on a phenomenon (dhamma) that is a root (hetu) and is without thought-conception, with discursive thought only (avitakka-vicāramatta), there arises a phenomenon that is a root and is without thought-conception, with discursive thought only — not by predominance condition (na-adhipati-paccaya).
