[275] Dependent on a phenomenon (dhamma) that is a root (hetu) and is accompanied by thought-conception and discursive thought (savitakka-savicāra), a phenomenon that is a root and is accompanied by thought-conception and discursive thought arises — not by predominance condition (na-adhipati-paccaya).
