[475] In dependence on a phenomenon (dhamma) that is a root (hetu) and neither leading to accumulation nor leading to dispersal (nevācayagāmi-nāpacayagāmi), there arises a phenomenon that is a root and neither leading to accumulation nor leading to dispersal — not by predominance condition (na adhipati-paccayā).
