[478] Dependent on a phenomenon (dhamma) that is a root and neither-leading-to-accumulation-nor-leading-to-diminution (nevācayagāmi-nāpacayagāmī), there arises a phenomenon that is not a root and neither-leading-to-accumulation-nor-leading-to-diminution — not by kamma condition (na-kamma-paccaya).
