[695] Dependent on a phenomenon (dhamma) that is not a root (na-hetu) and is not fixed (aniyata), there arises a phenomenon that is not a root and is not fixed — not by root condition (na-hetupaccayā). Dependent on a phenomenon that is not a root and is not fixed, there arises a phenomenon that is a root (hetu) and is not fixed — not by root condition.
