[1358] Dependent on a phenomenon (dhamma) that is not a not-having-roots-to-be-abandoned-by-development (na-na-bhāvanāyapahātabbahetuka) and is not a not-root (na-nahetu), a phenomenon not having roots to be abandoned by development (na-bhāvanāyapahātabbahetuka) that is a not-root (na-hetu) arises by root condition (hetupaccayā).
