[1481] Conditioned by (paccayā) a phenomenon (dhamma) that is not unsurpassable (na-anuttara) and is not accompanied by conflict (na-saraṇa), an unsurpassable (anuttara) phenomenon that is without conflict (araṇa) arises by root condition (hetupaccayā).
