[1423] Dependent on a phenomenon (dhamma) that is a not-root not accompanied by roots (nahetu na-sahetuka) and is not accompanied by conflict (na-saraṇa), a phenomenon that is a not-root accompanied by roots (nahetu sahetuka) and is without conflict (araṇa) arises by root condition (hetupaccayā).
