[1413] Dependent on a phenomenon (dhamma) that is not rootless (na-ahetuka) and is not accompanied by conflict (na-saraṇa), a rootless (ahetuka) phenomenon that is without conflict (araṇa) arises by root condition (hetupaccayā). Dependent on a phenomenon that is not rootless and is not without conflict (na-araṇa), a rootless phenomenon that is without conflict arises by root condition.
