[18] Dependent on a phenomenon (dhamma) that is not with applied thought and sustained thought (na-savitakkasavicāra), a phenomenon that is not with applied thought and sustained thought arises by root condition (hetupaccayā). Dependent on a phenomenon that is not without applied thought and with sustained thought only (na-avitakkavicāramatta), a phenomenon that is not without applied thought and with sustained thought only arises by root condition. Dependent on a phenomenon that is not without applied thought and without sustained thought (na-avitakka-avicāra), a phenomenon that is not without applied thought and without sustained thought arises by root condition.
