[699] Dependent on a phenomenon (dhamma) that does not lead out (aniyyānika) and is invisible and non-impinging (anidassana-appaṭigha), a phenomenon that is not not-leading-out (na-aniyyānika) and is not visible and impinging (na-sanidassanasappaṭigha) arises by root condition (hetupaccayā).
