[749] Dependent on a wholesome (kusala) phenomenon (dhamma) with applied thought and sustained thought (savitakkasavicāra), a not-wholesome (na-kusala) phenomenon that is not with applied thought and sustained thought (na-savitakkasavicāra) arises by root condition (hetupaccayā).
