[18] Then the Blessed One, on that occasion and in that connection, having had the Saṅgha of bhikkhus convened, questioned that evil bhikkhu: "Is it true, as they say, bhikkhu, that you incited [others] to the killing of living beings?"
"It is true, Blessed One."
The Buddha, the Blessed One, rebuked him: "How could you, foolish man, incite [others] to the killing of living beings? Has not the killing of living beings been censured by me in many ways, foolish man, and abstention from the killing of living beings praised? This, foolish man, is not for the confidence of those without confidence …" Having rebuked him and given a Dhamma talk, he addressed the bhikkhus: "Bhikkhus, one is not to incite [others] to the killing of living beings; whoever should so incite is to be dealt with according to the rule (yathādhamma). And, bhikkhus, cow-hide is not to be used; whoever should use it commits an offense of wrong-doing (dukkaṭa). Nor, bhikkhus, is any hide whatsoever to be used; whoever should use it commits an offense of wrong-doing."
Now at that time people's beds and chairs were covered with hide and laced with hide. Bhikkhus, being scrupulous, would not sit down upon them. They reported this matter to the Blessed One. "I allow you, bhikkhus, to sit down upon what has been arranged by householders (gihivikata), but not to lie down upon it."
Now at that time dwellings were bound together with leather thongs. Bhikkhus, being scrupulous, would not sit down against them. They reported this matter to the Blessed One. "I allow you, bhikkhus, to sit down against what is merely a binding."
