[182] And what, bhikkhus, is an act performed by an incomplete assembly (vaggakamma)?
If, bhikkhus, in an act consisting of a motion and one announcement (ñattidutiyakamma), as many bhikkhus as are entitled to take part in the act (kammappattā) have not come, the consent (chanda) of those entitled to give consent has not been conveyed, and those who are present protest — it is an act performed by an incomplete assembly.
If, bhikkhus, in an act consisting of a motion and one announcement, as many bhikkhus as are entitled to take part in the act have come, but the consent of those entitled to give consent has not been conveyed, and those who are present protest — it is an act performed by an incomplete assembly.
If, bhikkhus, in an act consisting of a motion and one announcement, as many bhikkhus as are entitled to take part in the act have come, the consent of those entitled to give consent has been conveyed, but those who are present protest — it is an act performed by an incomplete assembly.
