[184] And what, bhikkhus, is a formal act of a divided assembly (vaggakamma) with a semblance of the Dhamma (dhammapaṭirūpakena)? Bhikkhus, if in a formal act with a motion and one proclamation (ñattidutiyakamma) one recites the proclamation of the act (kammavācā) first and sets forth the motion (ñatti) afterwards, and however many bhikkhus are entitled to take part in the act, they have not arrived; the consent (chanda) of those entitled to give consent has not been conveyed; and those who are present protest — this is a formal act of a divided assembly with a semblance of the Dhamma. Bhikkhus, if in a formal act with a motion and one proclamation one recites the proclamation of the act first and sets forth the motion afterwards, and however many bhikkhus are entitled to take part in the act, they have arrived; but the consent of those entitled to give consent has not been conveyed; and those who are present protest — this is a formal act of a divided assembly with a semblance of the Dhamma.
