[237] **Summary (uddāna) of the Campeyyakkhandhaka**
The Blessed One was at Campā; the case (arose) at Vāsabha village.
A (resident bhikkhu) took trouble over what was to be desired for incoming bhikkhus;
knowing "they are (now) familiar," he then took no (further) trouble.
Suspended (on the charge) "he does not do it," he went into the presence of the Conqueror (Jina).
An act by an incomplete assembly contrary to Dhamma, and one unanimous contrary to Dhamma,
an act by an incomplete assembly in accordance with Dhamma, one by an incomplete assembly with a semblance (of Dhamma),
and one unanimous with a semblance (of Dhamma); one suspended one,
and one (suspended) two, several, (and one suspended) the Saṅgha singly;
two also, several also, and the Saṅgha suspended the Saṅgha.
The supreme All-Knowing One, having heard, rejected it: "not in accordance with Dhamma."
Whatever act is defective in the motion (ñatti) but complete in the proclamation (anusāvanā),
defective in the proclamation but complete in the motion,
and defective in both; and (whatever is done) otherwise than the very Dhamma
and the Vinaya, (whatever is) reproved by the Teacher, is reversible and unfit to stand.
Incomplete and unanimous contrary to Dhamma, and the two with a semblance (of Dhamma) —
the Tathāgata allowed only unanimity in accordance with Dhamma.
A group of four, a group of five, a group of ten, and of twenty,
and a group of more than twenty: thus the Saṅgha is fivefold.
Except for full admission (upasampadā), the act of Invitation (pavāraṇā),
together with the act of rehabilitation (abbhāna), (a Saṅgha) of groups of four is competent for (all) acts.
Setting aside two acts — full admission in the Middle Country
and rehabilitation — the group of five is competent in all acts.
Setting aside the one (act of) rehabilitation, the bhikkhus who form a group of ten (are competent);
the Saṅgha of twenty performs all acts, competent in every case.
A bhikkhunī, a female probationer (sikkhamānā), a male novice, a female novice,
one who has disavowed (the training), one (guilty of) an extreme offense (antimavatthu),
one suspended for not seeing an offense, for not making amends, for (not giving up) a (bad) view;
a paṇḍaka, one living in communion by theft,
one gone over to the sectarians, an animal, a killer of mother and of father,
(a killer of) an arahant, a violator of a bhikkhunī, a schismatic, a shedder of (a Tathāgata's) blood,
a hermaphrodite, one of a different communion, one (standing) within a different boundary,
one (poised in the air) by psychic power, and he against whom the Saṅgha performs the act —
these come to twenty-four; they were rejected by the Fully Awakened One,
for these do not complete a quorum (gaṇapūraka).
With one on probation as the fourth, should (a Saṅgha) grant probation (parivāsa),
or send back to the beginning, (grant) mānatta, or rehabilitate — it is no act and is not to be done.
One deserving (to be sent back to) the beginning, (one connected with) mānatta, and one deserving rehabilitation —
five who cannot make up (the performers of) an act were declared by the Fully Awakened One.
A bhikkhunī, a female probationer, a male novice, a female novice,
one who has disavowed, one (guilty of) an extreme (offense), a madman,
one of deranged (mind), one afflicted by feeling; (one suspended) for not seeing (an offense),
for not making amends, for a (bad) view; a paṇḍaka, one living in communion by theft,
one gone over to the sectarians, an animal, a killer of mother and of father,
(a killer of) an arahant, a violator of a bhikkhunī, a schismatic, a shedder of blood,
a hermaphrodite as well, and also one of a different communion,
one standing within a different boundary, one in the air (by psychic power), and he for whom the act (is done) —
the protest of these twenty-seven does not take effect.
The protest of a bhikkhu of regular standing (pakatatta) takes effect.
One who is pure is badly expelled; a fool indeed is well expelled.
A paṇḍaka, one living in communion by theft, one who has gone over (to the sectarians), an animal,
a killer of mother, of father, of arahants, a violator (of a bhikkhunī), a schismatic of the Saṅgha,
a shedder of blood, and whoever is a hermaphrodite —
the restoration (osāraṇā) of these eleven is not proper.
One with a hand (cut off), a foot, or both of these; an ear, a nose, or both of these;
(cut) fingers, thumbs, or tendons; one with webbed hands; a hunchback and a dwarf;
one with goitre, one branded, one scarred by flogging, one proclaimed (a criminal), one with elephantiasis,
one with an evil (chronic) disease, one who disgraces the assembly (by deformity), one blind in one eye,
one with a crooked limb, one lame, and one paralyzed (on one side),
one weak in deportment, one blind, one dumb, and one deaf,
one blind-and-dumb, (one blind-)and-deaf, and one dumb-and-deaf,
and one blind, dumb, and deaf — these thirty-two without lack:
their restoration is (valid), as declared by the Fully Awakened One.
(An offense) that should be seen, that should be made amends for, and when one to relinquish (the view) is not found —
the acts of suspension for him are seven that are not in accordance with Dhamma;
seven that follow one who has committed (an offense): those too are not in accordance with Dhamma;
seven acts that follow one who has committed are well in accordance with Dhamma.
In the presence, with interrogation, and with acknowledgment as agent;
the sati(-vinaya), the amūḷha(-vinaya), the (tassa-)pāpiyasikā; with censure (tajjanīya) and demotion (niyasa);
banishment (pabbājanīya) and reconciliation (paṭisāraṇīya); suspension (ukkhepa) and probation;
(sending back to) the beginning, mānatta, rehabilitation, and likewise full admission —
should one do one (of these) for one (deserving) another, these sixteen are not in accordance with Dhamma;
should one do just that (act) for just that one, these sixteen are well in accordance with Dhamma;
should one apply them one against another, these sixteen are not in accordance with Dhamma;
(with) two roots each made for it, those sixteen too are in accordance with Dhamma.
The wheel (of permutations) with single roots the Conqueror declared "not Dhamma."
The Saṅgha, (acting as) an incomplete assembly contrary to Dhamma, performed the act of censure
on a maker of strife. He went to another residence;
there, unanimous contrary to Dhamma, they performed censure on him;
elsewhere, an incomplete (assembly acting) by Dhamma performed censure on him;
with a semblance (of Dhamma), both incomplete and unanimous, they did likewise.
Unanimous contrary to Dhamma, incomplete in accordance with Dhamma,
incomplete with a semblance, and unanimous (with a semblance) — these terms,
making each one a single root, the discerning one should bind into the wheel.
For the foolish and incompetent, demotion; one should banish a corrupter of families;
and one should perform the act of reconciliation for one who reviles (householders);
for not seeing, for not making amends, and for one who will not relinquish a view,
the act of suspension for these was spoken by the Caravan-Leader.
For the acts under the Vinaya, the wise one should apply (the method of) censure;
in conformity with those same (acts) one conducts oneself properly and requests
the revocation (paṭippassaddhi) of those acts, by the method of the acts (stated) previously.
For in this and that act, one standing there disputes:
"the act is not done, and it is badly done, and it must be done again";
and also at the revocation of the act — those bhikkhus are speakers of Dhamma.
Seeing those who had come under (formal) acts afflicted by the failure (of the acts),
the Great Sage declared revocation, just as a surgeon (prescribes) the medicine.
