[176] Bhikkhus, an act of suspension (ukkhepanīyakamma) for not seeing an offense (āpatti) possessed of three factors is an act not in accordance with the Dhamma, an act not in accordance with the Vinaya, and one that is badly settled: it is done in the absence [of the accused]; it is done without interrogation; it is done without his acknowledgment.
